		<description>If we can find small companies doing this and punish them, then why are we not looking at large contractors like Haliburton and Brown&#38;Root?  If you think that these are the most ludicrous charges in history, I think that we should think again.  Again, the little person finding a loop hole gets federal time, but politicians involved in major money scams become higher on the legislative rung.</description>
